An insurer's perspective on risk assessment and liability regulation

The 2016 New Year’s Eve celebrations in Dubai were marred by the fire in the Address Downtown Hotel and residential building. The exterior of the supertall (302m) building was consumed in flames and thick black smoke with more than 40 storeys burning simultaneously. The fire in Dubai’s eighteenth tallest tower appears similar to a number of other high-rise building fires in Dubai and other parts around the world, including the devastating Grenfell Tower in London in 2017 that led to over 70 fatalities.

Fire spread in external cladding has been the primary issue not only in these three major Dubai fires, but in others in the Middle East and China. These fires have led to major and complex insurance claims and raised concerns regarding fire risk assessment of the buildings and the cladding systems.

In particular, fire risk assessment of high-rise buildings with exterior cladding has been looked at closely to ensure that available regulations and standards are adequate to address the real threat of certain types of cladding used to envelope high-rise buildings.
